Instructions

  1. Preheat the oven to 350°F and position the rack in the center.
  2. Line an 8×8-inch square baking pan with parchment paper, leaving overhang on two sides.
  3. Spread 1/4 cup flour for the cookie dough filling on a small baking sheet.
  4. Bake the flour for 3 minutes at 350°F, then cool completely.
  5. Combine 1 cup semi-sweet chocolate chips and 1/2 cup unsalted butter in a microwave-safe bowl.
  6. Heat in 30-second intervals, stirring between each interval, until melted and smooth.
  7. Whisk together 3/4 cup all-purpose flour, cocoa powder, sea salt, and baking powder in a separate bowl.
  8. In another bowl, whisk eggs with 1 teaspoon vanilla extract until pale and slightly frothy.
  9. Add granulated sugar and 1/4 cup packed brown sugar to the egg mixture.
  10. Whisk until thick, pale, and ribbony.
  11. Pour the melted chocolate mixture into the egg mixture.
  12. Fold gently with a rubber spatula until no chocolate streaks remain.
  13. Fold the dry ingredients into the chocolate mixture until just combined.
  14. Pour the brownie batter into the prepared pan and spread evenly.
  15. Beat softened butter with 1/4 cup packed brown sugar until light and fluffy.
